- If he will instruct the Immigration Service not to impose the #2, 000 penalty on carriers in circumstances of passengers' non-possession of valid United Kingdom entry documents, in the case of transit passengers required to be permitted to proceed to an onward destination pursuant to the current instructions under the Immigration (Carriers' Liability) Act 1987.
