Sir Jim Lester: To ask the President of the Board of Trade what plans he has to alter the present structure of utility regulation. [5811] Mr. John M. Taylor: The regulatory regimes have worked well. They have brought substantial benefits for consumers, and they are flexible and adaptable. My right hon. Friend the President of the Board of Trade keeps under review the regulatory regimes for which he is responsible, but has no present plans for structural change.
