To set up an independent committee to investigate way in which General Medical Council deals with complaints against doctors & to make recommendations for future; include on committee representatives from his own Dept, the Ombudsman's office, the Lord Chancellor's office, Association of Community Health Councils, Patients Association & the Consumers' Association.
