In what circumstances alleged attempts on the lives of prominent citizens may trigger action under the "self defence" provisions of the United Nations Charter against parties not convicted of the alleged offence in a court of law. - I refer the noble Lord to the Answer I gave him on 7th July 1993, 547 c65WA.
