Further to answer of Earl Ferrers on 1 February 1993 (542 c1WA), if there is any good reason why commissioners should not establish a scheme seeing that trustees made required statutory application on 2 Sept 1987 & commissioners are under statutory obligation to establish it under Section 1(5)(b) & Section 2 of Act.
