- Why they have decided, given "widely perceived contrast between our excellence in science & technology & our relative weakness in exploiting them" that "steps should be taken which ... will help" to bring "that strength in science & engineering ... into closer ... contact with those responsible for industrial & commercial decisions", rather than to bring the latter into closer contact with the former.
