- Under what circumstances an attachment of earnings order for the recovery of council tax or community charge arrears can be served on an organisation which provides a training programme funded by the European Social Fund requiring the organisation to make deductions from (a) a training allowance paid to the trainee or (b) a wage paid to the trainee.
