- If he will make it his policy to make representations to the Council of Ministers to enable the European Charter on regional or minority languages adopted by the standing conference of European regional and local authorities to become adopted as a European Convention. - The Committee of Ministers has already taken the decision to adopt the European charter on regional or minority languages as a convention. It will be open for signature from 5 Nov 1992.
