If he will publish and place in the Library in hard copy and in machine readable form, as soon as possible after issuing his provisional capping criteria for 1993-94, a table showing for each authority its 1992-93 budget with and without adjustments for local authority functions the maximum possible 1993-94 budget permitted by his provisional capping criteria and the percentage changes between both versions of the 1992-93 budget and the maximum 1993-94 budget.
