- To make it policy to offer to USA & USSR, UK expertise in destruction or disablement of their chemical biological or toxic warfare agent stockpiles; if it is planned to offer to Libya, Iraq & Israel, UK technical expertise & technology to destroy or disable chemical or biological warfare agents held by each respective country.
