Mr. Stephen: To ask the Secretary of State for the Environment when he plans to submit a report to the United Nations, setting out the United Kingdom's progress in meeting its commitments under the UN framework convention on climate change; and if he will make a statement. [16443] Mr. Gummer: I intend to publish, tomorrow, the United Kingdom's second report under the framework convention on climate change, "Climate Change, the UK Programme", copies will be placed in the Library of the House.
