[21622] Mr. Streeter: The following table sets out the key performance targets that the Lord Chancellor has set for the Public Trust Office for 1997-98. Public Trust Office Key performance indicators and targets 1997-98 _________________________________________________________________________________________________. Indicator Target 1. To carry out accounting transactions within target times. To bring to account at least 98.5 per cent. of receipts and payments transactions within turnaround targets by volume weighted performance. 2. To achieve investment targets. To pay annually not less than the rate provided by the average of a model set of comparators for special and basic rate at 75 per cent. of special rate; on an annual basis to ensure that 85 per cent. of all measured funds perform in line or better than their model based on stock market indices; on a three year rolling basis to ensure that 80 per cent. of all measured funds perform in line or better than their model based on stock market indices. 3. To achieve charter standards. To achieve 98 per cent. of charter standards. 4. To achieve unit costs in activity areas. The cost per unit to be £195.65. 5. Percentage of full costs recovered. Mr. Stephen: To ask the Secretary of state for the Environment if he will make a further statement on the sale of PSA Projects. [13204] Mr. Gummer: In December 1992 PSA Projects was sold to Tarmac Construction Ltd. Tarmac was paid £49.6 million as compensation for future losses and commercial risk, to provide funds for a pension fund contribution, investment and working capital. The Department retained £55 million of pre-sale trade debts which were all subsequently collected. In addition to the payment of £49.6 million, Tarmac received £10.5 million for net liabilities transferred with PSA Projects. Under the sale agreement, this sum was subject to pound-for-pound adjustment following the preparation of a completion statement which would provide details of PSA Projects net asset position at the point of sale. Tarmac presented a completion statement in June 1993 but difficulties over agreeing adjustments to this resulted in the appointment of an independent expert in October 1995 to review the completion statement and make adjustments. The independent expert has now reported on the net asset position of the business at the point of sale. As a result, Tarmac will make an adjustmenting payment to Government of £19,921,177.00p. In addition Tarmac will pay Government interest totalling £2,612,611.98p. Under the sale agreements, the Department's liability to meet the severance costs of staff who were employed in the business was limited to £39.5 million. This limit has been reached and all further costs are to be met by the purchaser. In the event of the purchaser's bankruptcy in the first five years post sale i.e., to 1 December 1997, the Department has also guaranteed the redundancy entitlements of transferring staff. The maximum value of this contingent liability is now estimated to be £10.3 million.

Mr. Stephen: To ask the Secretary of State for the Environment when he intends to make an announcement about the distribution of housing resources for 1997-98. [9602] Mr. Curry: I am today announcing decisions about the distribution of resources for housing in 1997-98. Councils will receive housing investment programme allocations totalling nearly £900 million for 1997--98. Under the competitive HIP process we have again been able to direct funding to those councils which are best able to make use of them. Within the HIP programme £628 million is for general purpose allocations, or housing "annual capital guidelines". For the first time this year these have been allocated on a fully competitive basis in line with the Government's move towards increased challenge and competitive funding as a means of improving the allocation of capital funding and the value for money obtained. In addition to these annual capital guidelines, £193 million has been allocated for private sector renewal and £56 million for disabled facilities grant. These have also been allocated on a fully competitive basis. As part of the assessment of its performance, each local authority is required to submit a housing strategy statement, setting out a comprehensive framework for housing programmes for at least the next three years, covering not only the plans of the local authority, but the contribution to be made by the private housing sector. The strategy is prepared in consultation with all those interested in the local housing scene, including the Housing Corporation, housing associations, tenants' groups and the private sector. Once again, there is a continuing improvement in the performance of the great majority of local authorities. I am depositing tables in the Library of the House listing each authority's annual capital guideline and allocations for private sector renewal and disabled facilities grants for 1997--98. Together these comprise the HIP allocation. In addition, I am depositing a list of the authorities whose performance is assessed as being well above the average for their region. Last month the Government announced a new package of measures aimed at encouraging local authorities to transfer more of their stock to registered social landlords. Within the package of new measures, the estates renewal challenge fund will receive an additional £70 million over the next three years bringing spending to almost £500 million. Authorities will be granted a three year 'holiday' from the LSVT receipts levy and the rules governing the use of LSVT receipts will come into line with those for right-to-buy transfers, making 25 per cent. of any receipt available to authorities to spend on housing. The limits on the size of a transfer to any one landlord will be increased from 5,000 to 12,000. We also propose to use the housing investment programme to encourage such stock transfers and we will be consulting on changes to the 1997 HIP round in the new year.
