To ask the Secretary of State for Wales, what additions were made to the Welsh Block in respect of 1999-2000 after the announcement of the last CSR settlement; and to which expenditure heads within the Welsh Block such additions were allocated. - Ref to 14 December 1998, 322 c391-5W.
