Ms Kelly: To ask the Secretary of State for the Home Department what plans he has to establish a human rights commission for England and Wales. [159279] Mr. Mike O'Brien: We have no present plans to establish a Human Rights Commission for England and Wales. The Joint Parliamentary Commission on Human Rights is currently scoping a study into the possibility of a Human Rights Commission, and we will be interested to see its conclusions.
