Ms Kelly: To ask the Secretary of State for the Environment, Transport and the Regions what the (a) allocated and (b) forecast level of public funding to Railtrack is in each of the next three years. [160297] Mr. Hill: [holding answer 8 May 2001]: Railtrack will receive network grants from the Strategic Rail Authority. While the precise amounts will depend on future movements in the retail price index, payments are expected to be as follows: _________________________________________________________________________________________________. £ million 2001-02 505 2002-03 900 2003-04 2,005 _________________________________________________________________________________________________. In addition, Railtrack will receive some £2 billion each year in revenue from passenger train operators, the large majority of whom receive subsidy from the Strategic Rail Authority and passenger transport executives. Additionally, in 2003-04 network grants to Railtrack will be increased by an adjustment for freight access income. This will consist of one third of the difference between the total amount of freight income allowed for in the second regulatory control period in the Regulator's final conclusions on passenger access charges and that to emerge from the Regulator's freight charging review.

The term can cover the assignment of named officers to patrol neighbourhoods, community beat officers and community liaison officers. They are at the forefront of delivering many of our crime reduction policies on the ground, campaigning to reduce burglary and vehicle crime, and gathering intelligence at street level. All these provide visible reassurance and improve the quality of life in the area, not least through reducing the fear of crime among the most vulnerable members of society. All Chief Constables have agreed that from this year they will report to their constituencies the measures they are taking to increase visibility and accessibility in every ward and parish in their police authority area. The precise deployment and number of officers for community policing is a matter for the chief officers to decide in accordance with the nature of the areas policed. I understand from the Chief Constable of Greater Manchester police that Community Police Officers form a key part of the force's operational policing strategy. They are specifically expected to build effective working relationships with key community members through group meetings such as Police Community Consultative Groups and to provide reassurance through high profile foot patrol. Community based police officers should not under ordinary circumstances be diverted away from their normal duties.

Ms Kelly: To ask the Secretary of State for Education and Employment how many people have (a) applied for and (b) used an individual learning account, broken down by (i) gender, (ii) occupation and (iii) the nature of learning scheme taken up. [160303] Mr. Wicks: [holding answer 8 May 2001]: Latest figures are that over one million people have opened individual learning accounts (ILAs) in the UK. This is a remarkable achievement and means that our manifesto commitment to open one million accounts across the UK by March 2002 has been met almost 12 months early. The one million figure includes over 200,000 opened during the pilot phase which preceded the introduction of the national framework to administer ILAs. Since the launch of the national framework to administer ILAs in June 2000, almost one million people have inquired about ILA membership in England, 785,379 people have opened an account and 346,559 (44 per cent.) have already made use of their ILA to support a course of learning. Of the 785,379 who have opened an account, 459,782 are women and 322,674 are men. Of the 346,559 who have already made use of their account, 203,124 are women and 142,177 are men. Over half of the learning is IT related with Computer Literacy and Information Technology (CLAIT) and European Computer Driving Licence being the most popular courses. A wide variety of non-IT, non-recreational learning makes up the balance. Ms Kelly: To ask the Secretary of State for Defence if he will set out, with statistical information relating as directly as possible to the Bolton, West constituency, the effects on Bolton, West of his Department's policies and actions since 2 May 1997. [150603] Dr. Moonie: [holding answer 5 March 2001]: The Ministry of Defence has a wide-ranging presence throughout the UK in terms of defence establishments and the service and civilian personnel they employ. This presence brings benefits to many communities, local economies and jobs. Also, 60,000 new defence contracts are placed each year that provide support to industry and create and sustain defence-related employment. The Ministry of Defence has maintained a large number of personnel in the north-west, a significant proportion of whom are based close to Bolton: within a 25-mile radius distance of the constituency, MOD direct employees totalled some 2,700 personnel as of 1 October 1999 (service and civilian). Since 2 May 1997, around 440 contracts with a total value of some £332 million were placed with prime contractors in the Bolton area{1}. A contract was placed with Matra BAe Dynamics in February 2000 for the supply of Seawolf Block 2 missiles for the Royal Navy, and this good news for UK industry safeguards about 300 high skill jobs at MBD and its suppliers, including the Lostock MBD plant. I draw attention to the Defence Analytical Services Agency report "UK Defence Statistics 2000", which contains a wealth of defence statistical information, a copy of which has been placed in the Library of the House. {1} The decision as to where work under a particular contract will be undertaken rests with the contractor, therefore work on a contract placed with a prime contract in the Bolton area may well be done elsewhere, similarly, contracts placed with contractors outside the Bolton area could lead to sub-contracts on companies in Bolton.

Ms Kelly: To ask the Secretary of State for Trade and Industry how the Government plan to take forward paid paternity leave as announced in the Budget. [160588] Mrs. Humble: To ask the Secretary of State for Trade and Industry how the Government plan to take forward the paid adoption leave announced in the Budget. [160587] Mr. Byers: The Budget announced that paid paternity leave and adoption leave would be introduced in 2003. These were based on options put forward in the Green Paper "Work and Parents, Competitiveness and Choice". The introduction of systems for paid paternity leave and paid adoption leave will be a step forward in meeting the Government's aim to improve choice for parents and enhance competitiveness for business. Paid paternity leave will give working fathers the choice to support their partner around the birth of their child and help adapt to the responsibilities raising a new-born child brings. Paid adoption leave will recognise the commitment given by adoptive families by providing an adoptive parent with the opportunity of 26 weeks' leave paid at the flat rate of statutory maternity pay. In addition the Government are to provide a further 26 weeks' additional unpaid adoption leave bringing parity with the extension of unpaid maternity leave announced in response to my hon. Friend the Member for Enfield, North (Ms Ryan) on 1 May 2001, Official Report, column 548W. Both paternity leave and adoption leave received strong support from parents, employers and their representatives in responses to the consultation and during discussions with ministers and officials. Employers and parents asked that wherever appropriate the systems should seek to mirror mothers' maternity provisions to aid consistency and simplicity. They also stressed that the systems should adopt a light-touch approach and be as simple as possible to administer. I have responded to these calls by today publishing frameworks for paid paternity leave and adoption leave based on suggestions put forward. Both frameworks include an assessment of their likely benefits and costs. The paternity leave framework particularly adopts a number of approaches asked for by employers. To be eligible for paid paternity leave fathers will have to have served a qualifying period. To ease the administration, paternity leave will have to be taken in a single block and taken within the first two months of the child's birth. And the payment mechanism will be similar to that used for SMP. The adoption leave framework builds on the existing support for adoptive parents. It will be available to those parents adopting children of up to 18 years of age and where couples adopt jointly it will be for them to choose who takes the paid adoption leave. I welcome comments on these frameworks and have placed copies of the documents in the Library of the House today.
