Question: To ask the Secretary of State for Northern Ireland, what considerations underlay the decision to exclude housing benefit and income support on mortgage interest from a household's income when determining whether that household suffers fuel poverty, as stated in Box 10.1 of The UK Fuel Poverty Strategy.
