To ask the Secretary of State for Work and Pensions, how many people who applied for a budgeting loan in 2000-01 had an outstanding Social Fund loan; what his estimate is of the cost of replacing the double debt rule (Social Fund Direction 53), with a restriction based on just the amount owing. - Includes figures.
