To ask the Secretary of State for Transport, what plans he has for his Department's forthcoming report on the Ten Year Transport Plan to include (a) a definition of congestion with benchmark figures and interim targets for its reduction, (b) a commitment for the multi-modal studies to be completed by March 2003 with a plan of action to be agreed within six months of completion, (c) interim targets for delivery of (i) new trunk and (ii) local road improvements to 2006 and (d) a commitment to publish annual progress reports on the implementation of the measures set out in the Plan; and if he will make a statement.
