To ask the Secretary of State for Transport, Local Government and the Regions, for what percentage of the debt on the monies borrowed under the PPP for the London Underground he is prepared to offer a letter of comfort; if he will ask Ernst & Young to consider what effects a letter of comfort guaranteeing 95 per cent. of the debt on the PPP for the London Underground would have on their value for money report; if he will publish the letter of comfort written to the bidder under the PPP for the London Underground. - Inc ref to 25 February 2002, 380 c786W.
