Answer: Mr. Illsley: To ask the Secretary of State for Environment, Food and Rural Affairs what the emission levels permitted under Integrated Pollution Prevention and Control regulations are for newly constructed glass factories. [197005] Mr. Morley: New glass factories which are listed for control under the Pollution Prevention and Control (England and Wales) Regulations are subject to two general principles. That they should be operated in such a way that all appropriate measures are taken against pollution, in particular through application of the best available techniques, and that no significant pollution is caused. My right hon. Friend the Secretary of State has issued statutory guidance to assist local authority regulators in determining what those measures should be, which can be found at www.defra.gov.uk/ environment/ppc/laippc/laippc.htm Table 3 in the document contains guidance on emission limits, including limit values for nitrogen oxides (annual average 500mg/m3--milligrams per cubic metre--daily average 700mg/m3) and particulate matter (30mg/m3). The guidance was drawn up in consultation with a technical working group, comprising among others representatives of the trade association (British Glass), and of various glass-making firms (Pilkingtons, Rockware and United Glass).
