Mrs. Curtis-Thomas: To ask the Secretary of State for the Home Department what mechanisms will be put in place to measure the effectiveness of the National Offender Management Service. [196706] Paul Goggins: The main aim of the National Offender Management Service is to reduce re-offending. There is a rolling programme of research to evaluate the impact of individual programmes. In addition, specific targets are set for the individual services within the National Offender Management Service, for example on the rate of escapes from prisons and escorts. These are published in the services' Business Plans and progress against the targets is published in their Annual Reports.
