- On what independent research the statement by the Lord Bassam of Brighton on 3 November 2004, 666 c379 was based that "of the homes that currently fail to reach the decent homes standard on the thermal comfort criteria, above 20 per cent have standard assessment ratings of 65 and above [HL 4877].
