Report by Secretary of State for Scotland, Chairman of Committees of House of Lords & Chairman of Ways & Means under Private Legislation Procedure (Scotland) Act 1936 that they have taken into consideration the representations by Lloyds Bank, TSB Bank and Hill Samuel Bank and have decided that powers should be more properly obtained by promotion of a private bill than by promotion of a private bill and provisional order.
