My Lords, perhaps when we have a little more time, the noble Lord can tell me more about those negotiations that are engraved on his heart. The noble Lord is right to stress that the rebate is an intrinsic part of the system. It is about a net transfer of funds; it is not as if we receive an annual cheque from the European Union. It is a corrective mechanism, and we will ensure that that is understood by the British public.
