Racial and Religious Hatred Bill
The Public Order Act 1986 was amended in 1998 so that a person commits an offence"““if he displays any writing, sign or other visible representation which is threatening or abusive or insulting within the hearing or sight of a person likely to be caused embarrassment, alarm or distress””." The offence is called religious aggravation. That covers the case that the Under-Secretary cites.
