May I congratulate my right hon. Friends the Prime Minister and the Chancellor on the work that they have done, especially on Africa and trade? Will my right hon. Friend say a little more about the international financing arrangement? Is it intended that the promises that have been given for the future will be achieved more quickly through that arrangement? The international financing arrangement should mean that a uniformity of resource is available to bring about the changes my right hon. Friend intends much more quickly. Finally, can my right hon. Friend say whether the issue of the UN environmental programme was discussed, or is that an issue for the WTO agenda?
