My Lords, I apologise for having arrived one minute late for the noble Baroness’s Statement. Has she not noticed that this side of the House has said that it is up to African countries to solve of the problems of Zimbabwe? In addition—but clearly the noble Baroness has missed it altogether—we also said that the Government are not doing enough to persuade African countries to do that. I feel   sure that noble Lords will be pleased with the announcement of the payment of $3 billion to the   Palestinians to help them to perform their side of the road map, but who is going to provide the money?
