My Lords, I should like to thank everyone who spoke so splendidly in this debate. It has been extremely interesting and very wide-ranging. There will be a lot of discussion afterwards, notably between myself and the noble Lord, Lord Dubs. We are happy opponents sometimes. I also pay tribute to the excellent Secretary of State who we have lost. I wrote to him at once and told him how much I admired him and what respect I felt for what he had achieved. I say again on the Floor of the House that he was an excellent Secretary of State, and we are sad to lose him. I beg leave to withdraw the Motion for Papers. Motion for Papers, by leave, withdrawn.
