Children and Adoption Bill [HL]
The noble Baroness, Lady Howarth, is an expert in the issues. Therefore, I would not presume to say that she had assumed in any way, but the general public think that it is just the few who scale the roofs of Parliament and so on who are dissatisfied. A lot of people feel that they cannot take on the system, so they settle for what little they have, fearful that what little they have might be lost, should they go to court. It is as much for that silent majority that we move our amendments.
