Proceeding contribution from Earl Howe (Conservative) in the House of Lords on Tuesday, 11 October 2005. It occurred during Debate on bill and Committee proceeding on Children and Adoption Bill [HL].

Children and Adoption Bill [HL]

I am suggesting a presumption of reasonable contact. The law at the moment provides for a presumption of contact. It states that there must be some contact, even if it is only a postcard. I suggest that the relationship has to be meaningful and that a good reason must be produced—whether it is violence in the family or whatever it may be—to depart from that presumption.
