Proceeding contribution from Baroness Howarth of Breckland (Crossbench) in the House of Lords on Tuesday, 11 October 2005. It occurred during Debate on bill and Committee proceeding on Children and Adoption Bill [HL].
Children and Adoption Bill [HL]
If we are talking about a third of the child’s time, who gets the time when the child is at school and who gets the time when he or she is on holiday? We need to think through the practical issues. I am not suggesting that there should not be guidelines. However, the non-resident parent would probably end up with all the good holiday time and the resident parent with the school time because often a child needs a stable base from which to attend school. There may be something in what the noble Baroness says, but we need to think about the practical application of the measure.
