Proceeding contribution from Lord Avebury (Liberal Democrat) in the House of Lords on Tuesday, 25 October 2005. It occurred during Committee of the Whole House (HL) and Debate on bill on Racial and Religious Hatred Bill.
Racial and Religious Hatred Bill
It is not a question of simply being ““not aware””. Perhaps I may read the words that come before that. They state:"““if he did not intend, his words or behaviour, or the written material, to be, and was not aware that it might be, threatening, abusive or insulting””."
