Identity Cards Bill

As I have now said repeatedly, we have given the estimate of the annual cost. Those estimates include how much we think that it will cost to run the scheme and how much we think that it will cost to issue the cards. Those are costs that we have been able to verify to the best of our ability; they are sound. We have been unable to give all the details of the other costs, for the reasons that I have given.
