Proceeding contribution from Baroness Scotland of Asthal (Labour) in the House of Lords on Tuesday, 15 November 2005. It occurred during Committee of the Whole House (HL) and Debate on bill on Identity Cards Bill.
Identity Cards Bill
““Secretary of State”” is a generic term. It can refer to all or any Secretary of State, not least because in extremis it is often necessary for one Secretary of State to discharge the duty in an Act. It is rare indeed for the Secretary of State to be identified. It merely refers to the status.
