Proceeding contribution from Earl of Onslow (Conservative) in the House of Lords on Tuesday, 15 November 2005. It occurred during Committee of the Whole House (HL) and Debate on bill on Identity Cards Bill.

Identity Cards Bill

Before the noble Baroness withdraws the amendment perhaps I can ask the Minister a question. The noble Baroness, Lady Scotland, has just said that foreign nationals would not have to put their nationality on an ID card, so why does subsection (8) state:"““In this section ‘residential status’, in relation to an individual, means—""““(a) his nationality;""““(b) his entitlement to remain in the United Kingdom; and""““(c) where that entitlement derives from a grant of leave to enter or remain in the United Kingdom, the terms and conditions of that leave””."
