Identity Cards Bill

I made the specific point—at the very least, it is the view of most noble Lords on this side of the House—that it is a very particular and special Bill and one is not talking about any old legislation. If I may say so, the noble Baroness is either unkind or too harsh in going on about negative debate. The whole point of tabling amendments to a Bill is that you think it could be better. That implies a negative in that you do not think that the Bill is as good as it could be. I am afraid that that is the nature of the process and there will be a lot more of that. Unless the noble Baroness understands the process, she will be very miserable.
