Identity Cards Bill
Of course the information is voluntary. However, if you want a mortgage to buy a house or if you want to buy goods or to do a whole range of things, you will have to give that information. It is voluntary if you want to live a life in which you never use a credit card or any other card—then that is fine. But that is not how most of us live.
