Identity Cards Bill

Does the noble Lord not agree that with these loyalty cards there is a reward at the end? You get points or money for being a member of a loyalty card scheme. That is the incentive for having a loyalty card. I do not think that there will be any such incentive from the national identity card, is there? Perhaps there is.
