NHS Redress Bill [HL]

I accept most of what the Minister says, but I am still a little concerned about the independent element. I accept that we want, of course, to change the culture of the NHS—and clearly I shall withdraw the amendment, as I accept most of the Minister’s remarks. But I do not know where it will be possible for independent bodies to raise such matters with these organisations, and I refer not only to the Commission for Healthcare Audit and Inspection, but perhaps also to the National Patient Safety Agency or another body, such as a consumer body or a citizens advice bureau. Will it be only either the individual patient or the NHS body concerned that can look at that matter? 6.45 pm
