: I asked the Minister about the 15-minute rule exception. I am grateful for everything that he has said about the robustness of the processes, but will he say why Royal Mail maintained absolutely in an e-mail to me and throughout subsequent conservations between its authorities and the residents that the addresses were subject to the 15-minute rule, and why it sought to back off from that assertion only when Postwatch visited and ruled in its submission that the addresses were not subject to that rule? Is not that indicative of a desire to close the matter regardless of that submission?
