My Lords, I am grateful to the National Bargee Travellers Association and the Public Bill Office for their help in drafting this piece of legislation, which is long overdue and very important to those who make their homes on Britain’s rivers and canals. I thank those few noble Lords who...

My Lords, it is a pleasure to follow the noble Lord, Lord Cashman, in his long campaign on this issue. My noble friend Lady Bakewell of Hardington Mandeville has long fought for those members of society who have found it hard, or impossible, to have their non-traditional homes recognised as...

My Lords, I think I ought to declare a tangential interest, as my brother-in-law is a boat dweller. I am grateful to the noble Baroness, Lady Bakewell, for bringing forward this Bill and for how eloquently she raised the issues faced by boat dwellers, supported by the noble Lord, Lord...

The government has been clear that Royal Mail’s quality of service has not been good enough.
Responsibility for improving local delivery performance lies with Royal Mail’s management. Royal Mail has published a quality of service improvement plan alongside a £500 million investment into frontline resourcing.
I have met with Royal Mail and Ofcom, as the independent regulator, to discuss concerns about delivery performance and will continue to make representations to ensure that customers receive the service they are entitled to.

No assessment has been made of the potential impact of postal delays on the timely delivery of referral letters between primary and secondary care. The monitoring of National Health Service patient correspondence, including appointment letters, is the responsibility of individual NHS providers.
We are streamlining information and communication processes, shifting from analogue to digital, including by improving the NHS App. This will make it easier and quicker for patients to access information about their appointments, to cancel and reschedule appointments, and to receive correspondence on NHS test results.
All acute trusts in England now allow patients to view appointment information via the NHS App if they wish, reducing reliance on physical letters. This saves staff time to focus on providing high quality, non-digital communication for those who want and need it. NHS App usage has increased, with over 41.6 million all-time NHS App account registrations up to the end of May 2026, 10% more than at May 2025.

Over the last year, Royal Mail delivered just 75% of first-class post the next day, against a target of 93%. Ofcom has fined it nearly £40 million across three years and has opened a fourth investigation. Constituents in Maidenhead are still missing hospital appointments and other important business because letters...

We have been very clear that Royal Mail’s service is unacceptable, and we will continue to say that as long as it is unacceptable. The public expect a well-run postal service, with letters arriving on time across the country. The Royal Mail has already been fined by Ofcom three times,...

The delays to Royal Mail delivery have not had an impact on DWPs ability to deliver its services. DWP has robust plans in place that will be invoked should disruption to service occur, these plans include extension of DWP deadlines that can be invoked to ensure our customers are not impacted negatively.

Data on National Health Service spend on patient communications isn’t collected centrally. The monitoring of National Health Service patient correspondence, including appointment letters, is the responsibility of individual NHS providers.
The Government’s focus on shifting from ‘analogue to digital’ will streamline information and communication processes, including by improving the NHS App.
This will make it easier and quicker for patients to access information about their appointments, to cancel and reschedule appointments, and to receive correspondence on NHS test results. 96% of acute trusts in England now allow patients to view appointment information via the NHS App if they wish, reducing reliance on physical letters.
Usage has increased significantly, with the NHS App now supporting approximately eight million patient–trust interactions per month, an increase of 82% compared to a year ago. It also saves staff time to focus on providing high quality, non-digital communication for those who want and need it.

The Driver and Vehicle Licensing Agency (DVLA) is not aware of any delays by the Royal Mail that are adversely impacting the delivery of the DVLA’s mail.
Any processes which may be time bound already factor in delivery timescales to allow individuals sufficient time to respond ahead of any deadline. Where there is evidence of a severe delay, the DVLA would consider the case on its own merits. The DVLA would also consider any mitigation where it was appropriate to do so.
