My Lords, I thank the Minister for his reply. This is not a matter we are going to agree upon. We have certainly been around the M25 and the 80 mile-an-hour speed limit a number of times. I wish to test the opinion of the House. On Question, Whether the said amendment (No. 21) shall be agreed to? Their Lordships divided: Contents, 56; Not-Contents, 163
