Road Pricing

: I am sure the hon. Gentleman is right to raise the particular problem in his constituency, but he will understand that my Committee wants to put the whole matter in its proper context. The public have to face up to those difficult questions; this is not just a matter for the Government. We have to debate those questions openly, but it will be possible to reach a clarity of view only if the Government state exactly what they want from road user charging, including how it would apply and who would be encouraged to use the various schemes.
