Road Pricing
: In this interesting section of the report, the Committee looks at the impacts on travel behaviour and congestion that can be generated from what it calls ““soft factors”” such as travel planning and cycle facilities. However, as far as I can see, the report does not refer to the potential of community rail networks to lessen congestion on the adjacent road network. That is particularly relevant for a line for the national forest in the east midlands-west midlands border area.
