: My hon. Friend's speech is much better than the one that preceded it. I press him on whether the motorist is insensitive to variations in charges. The data from the congestion charge in London surely leads to the opposite conclusion to the one that he draws—namely, that motorists are sensitive to increasing costs and that they do adjust their behaviour. That is why there has been a substantial drop in the number of cars in central London during the hours of the congestion charge.
