Road Pricing

: I take the Minister's point that the pilots and what can be learned from them should be sufficiently consistent that they can be applied more generally. Has he looked, as I suggested in my speech, at the experiences of countries that have already implemented schemes? That would seem to be a less risky way of achieving the same objective, given what he said about the worries of people who assume that a congestion charge or something similar is to be introduced in their area.
