: The Minister has made it clear that the Government's preference is for revenue neutrality. Perhaps I can link that to the pilots, which will be critical to shaping political understanding of the issue. If a local authority says, ““We have to do this, but there's a lot of political risk involved, so we're only prepared to do it on a revenue-neutral basis,”” how will central Government deliver on that?
