Council Tax (New Valuation Lists for England) Bill
Because we do not have the Act that the Bill will amend before us, it is very difficult to follow even my hon. Friend’s lucid argument. Clause 1 states:"““A new list must be compiled, in relation to billing authorities””." What is that new list? Is it a list of people liable to pay the council tax, or a list of properties, or a list of billing authorities? What is the list that the amendment addresses?
