Proceeding contribution from Lord Peyton of Yeovil (Conservative) in the House of Lords on Wednesday, 14 December 2005. It occurred during Committee of the Whole House (HL) and Debate on bill on Identity Cards Bill.

Identity Cards Bill

I normally agree warmly with anything the noble Lord, Lord Stoddart, says, but I wonder if he is right on this. If the cards were given free, gratis and for nothing to everyone, I believe that—it is just what the Government might want—the critical faculties of the nation would be effectively anaesthetised. On this occasion, I disagree with the noble Lord. It would be very much better if people did pay, because then their critical faculties would be applied to the scheme, as it deserves.
