Identity Cards Bill

I am grateful to the noble Lord; he is quite right. The amendment does refer to line 23, and I confused myself by mistakenly quoting line 24. Line 23 says:"““to carry an ID card with him at all times””." My suspicious legal mind said that that could be overridden. I perfectly understand what the Government seek to do here. They are saying that an individual shall not have to carry an ID card at all, but the provision actually says that he shall not have,"““to carry an ID card with him at all times””." My sinister legal mind says that if the provision were to carry it for 23 hours of the day, it would be within the legislation. The noble Baroness smiles at my cynicism, but I think that she will have to agree with my legal logic and, hence, my amendment.
